Seventeen pages of numbered questions and answers, opened by an abstract and train of thoughts. The title is the letter's own phrase, and the file plays on it: European history is said to be at sea both literally and figuratively — figuratively because it is lost, and literally because the continents whose civilisations it omits are under water.

The governing proposition is that civilisation is an inheritance, a patrimony passing from race to race along the ascending and descending paths of cycles, rather than an achievement first made in the Mediterranean. Europe's own record is treated as an obstacle to seeing this: in its dark ages it rejected the testimony of antiquity, calling Herodotus and other learned Greeks the fathers of lies. The chronology offered in place of the received one is given in round figures. Lemuria and the Atlantic continent, with their high civilisations, were submerged and drowned, the two catastrophes separated by some seven hundred thousand years; the present fifth race began in Asia a million years ago; and Greek, Roman and even Egyptian civilisation are said to be nothing beside the civilisations that began with the third race. The reclassification that follows is the sharpest part of the file: Greeks and Romans are called small sub-races, and Egyptians part and parcel of the same Caucasian stock — with India named as one of the first and most powerful offshoots of the mother race, having reached the height of its civilisation and learning and then gone down, and still struggling to resume its place. A general claim is drawn from this, that a series of far greater civilisations than our own existed both before and after the glacial period at various points of the globe, reached the apex of glory and died, with the Chaldees at the height of their occult fame well before what is called the Bronze Age. The closing distinction is between two kinds of pre-eminence: the highest people now on earth in spirituality are placed in the first sub-race of the fifth root-race, and the highest in physical intellectuality in its last.
